A country should be able to operate critical AI-enabled citizen infrastructure without dependence on a foreign-controlled platform. The nation retains sovereign operational capability over national infrastructure while the citizen retains ownership and authority over the Machine Self™.
DIGITAL WEALTH OF NATIONS
Nations contain enormous capability inside their people: knowledge, skills, experience, judgement, creativity, relationships and capability. The digital and AI-enabled economic value created by a nation’s citizens should remain substantially with the citizens who create it, within the national economy and within the country’s sovereign value system.
SOVEREIGN PUBLIC AI INFRASTRUCTURE
A public system can be national, decentralized and verifiable without the government owning every Machine Self™. Public infrastructure coordinates and verifies interactions; it does not become the owner of the individual.

Government and public-sector organisations should be able to interact with citizens through their Machine Selves™ where properly authorised, preserving citizen authority, permission, privacy, verification, minimum necessary disclosure and the right to exit.

DECENTRALIZED CITIZEN CONTROL
Individual ownership, authority, permissions and right to exit remain with the citizen. No central actor becomes owner of the human or Machine Self™.
ANONYMOUS / PSEUDONYMOUS PARTICIPATION
Where appropriate, a human or Machine Self™ may participate without unnecessarily revealing legal identity, full personal data, complete Machine Self™ contents or unrelated private information.
DISCOVERY ≠ IDENTIFICATION
A citizen may be discoverable as an eligible or relevant matching participant without unnecessary identification. Required facts such as jurisdiction, credential, eligibility, permission or authority may be proven where appropriate without exposing unrelated information.
VERIFY WHAT IS REQUIRED
The architecture should be capable of proving only the fact required: valid human participation, jurisdiction, credential, eligibility, permission or specific Machine Self™ authority.
PUBLIC / VERIFIABLE ≠ PUBLICLY IDENTIFIED
A system can be publicly verifiable without publicly identifying every human.
SOVEREIGN CITIZEN VERIFICATION / CREDENTIAL LAYER
Government or an authorised public body may verify valid citizen association, jurisdiction, credential, eligibility, permission, authorised action or status without requiring government ownership or central storage of the citizen’s Machine Self™.
JURISDICTIONAL RING-FENCING
National or jurisdictional boundaries may include sovereign deployment, jurisdictional rules, permission boundaries, national policy boundaries, authorised access boundaries and national infrastructure controls while preserving citizen ownership.
REPRESENTATIVE COLLECTIVE AI
Representative Collective AI remains derived from valid human authority. Its authority is specific, limited, visible, traceable and revocable. It does not gain independent sovereign authority.
